Dr. Rubagumya has held several high-level leadership positions within Rwanda’s agricultural sector. From 2000 to 2005, he served as Director of Agriculture, Livestock and Forestry for the Eastern Province, where he led the planning and implementation of programs aimed at improving agricultural production, strengthening livestock systems, promoting sustainable forestry management, and enhancing rural livelihoods.

Between 2007 and 2012, he served as Director of Livestock and Epidemiology at the Ministry of Agriculture and Animal Resources (MINAGRI). During this period, he provided national leadership in livestock health management, epidemiological surveillance, animal disease prevention and control, and the development of policies and strategies that significantly strengthened Rwanda’s livestock sector.

Dr. Rubagumya later became the Chief Executive Officer of Agrinovac, an agricultural innovation and value chain initiative established in partnership with MINAGRI. Under his leadership, Agrinovac championed agricultural innovation, agribusiness development, technology transfer, market-oriented value chains, and collaboration between government institutions, researchers, development partners, and private sector stakeholders to accelerate agricultural transformation.

Since 2012, he has served as a Senior Consultant to the Ministry of Agriculture and Animal Resources (MINAGRI), providing technical leadership and strategic guidance on major livestock and agricultural development projects through 2026. His consultancy has focused on livestock production, agricultural modernization, project design and implementation, value chain development, institutional strengthening, monitoring and evaluation, and capacity building.

Throughout his career, Dr. Rubagumya has worked extensively with government agencies, international development organizations, research institutions, universities, private sector partners, and farming communities to design and implement high-impact agricultural programs. His expertise spans agriculture modernization, agricultural technology, innovation systems, livestock production, animal health, value chain development, project management, policy formulation, climate-smart agriculture, and rural economic development.

Beyond agriculture, Dr. Rubagumya is a passionate sports enthusiast and sports development expert. He previously served as President of AS Kigali Football Club, where he provided visionary leadership that strengthened the club’s management, organizational development, talent development, and competitive performance. His commitment to sports reflects his belief in the power of athletics to promote youth development, leadership, teamwork, and community empowerment.

Today, through DAEF, Dr. Rubagumya continues to champion innovation, technology-driven agriculture, sustainable livestock development, and institutional excellence. His extensive experience, strategic leadership, and unwavering commitment to national development have established him as one of Rwanda’s most respected professionals in agriculture, innovation, and rural transformation.
